Thank you so much for the assistance @IT_Winsec.
The goog module is in the PC and there is no error message on the screen it just goes black and that's it and yes it's windows 7.
I really appreciate your efforts 😊

OK, thank you for the update.
If the "good" memory chip is inside and if the F2 diagnostics pass with it,
this will confirm the problem is not related to the memory (RAM) anymore.
If you attempt to press F9 during the boot process, it will open the boot device selection menu. Do you see your hard disk drive listed there ?
If you do see it and if you are able to highlight and press ENTER on it, then your Windows 7 should start.
But if Windows 7 is corrupted somehow, it will not start.
Let's do it step by step. So, do you see the hard disk drive there and what happens if you choose it as a boot device - does it load eventually ?

Windows 7 will work even with 2 GB of RAM - here are the system requirements.
Windows 7 will just work more slowly, actually the apps will work slowly and may occasionally freeze.
Generally speaking, your PC model HP 620 is a bit old model (about ~10 years old) . Same applies for Windows 7.
Windows 7 is no longer supported by Microsoft and your PC may be at higher security risk compared to if you used other newer support versions of Windows such as Windows 8 or Windows 10.
The best long term solution would be to purchase a new computer with better modern components running modern operating system (e.g. Windows 10, or GNU-Linux based one).

This will mean there is a problem with your operating system / Windows.
Please, use Heidoc and Rufus - refer to the attached PDF file below.
Download Windows 7 ISO image, create a bootable USB device and use it to reinstall your Windows .
- Make sure you use the BIOS/legacy-CMS mode in Rufus to create the media.
Let me know how it goes
