With regards to your questions - Secure Boot is just a setting in the UEFI, it does not directly depend on the operating system. So, not directly related to Windows reinstallation. You can configure it in ON or OFF modes despite Windows and this setting will be there in the UEFI.
However, it can only be actively protecting the Windows operating system if Windows has been installed in UEFI mode.
And, if you change UEFI/BIOS boot settings, you may render your operating system unbootable
Windows can be installed in the newer UEFI mode and also in the legact CSM (BIOS) mode.
- So, if Windows is already installed in UEFI mode, you can directly turn off or on Secure Boot and it will have an effect.
- If Windows was installed in BIOS mode (CSM mode/legacy boot) , then Secure Boot options in the UEFI will have no effect at all even if ON. However, most BIOS nowadays cannot enable and manage Secure Boot options if Legacy (BIOS) mode is ON.
