You need this driver for the USB 3 controller:

 

This package contains the Intel USB 3.0 eXtensible Host Controller Driver for supported notebook models running a supported operating system.

 

https://ftp.hp.com/pub/softpaq/sp81001-81500/sp81158.exe

 

The above driver is missing from the 15-ay028ur W7 driver webpage.
