Adobe Creative Cloud 12 month free offer

Can someone give an old man a little help?

I have tried without success to contact the relevant department to obtain a licence for Adobe Creative Cloud.  The offer of 12 months free is clearly stated in the Ad on the my Omnibook purchase.

The details say that the email with licence code etc is sent up to 2 weeks after purchase. I am at the 3 week point now and still no email.

2 questions...

Does the laptop need to be powered up to initialise a response?

I haven't powered the laptop up yet because its a Christmas present.

If that's not the case, can someone help with the relevant dept to contact. I'm going round in circles right now!
