After the Keyborad change, my PC has been loaded with the wrong win10 version

Hello, my pc got sent to the service for the keyboard change and they have installed the wrong (single language) version of the windows 10. When I told them this issue on the phone, they said that, that is the version that comes to this country and if I needed an English version, I needed to buy one. My PC has been bought in Turkey. I live in Turkey and I used that Win 10 version (English) for nearly 7 months.  And as far I can see the HP service I have sent my computer has changed the software and did it wrong and call center insisted on me buying another Microsoft license. How can I solve this?
