I have been trying to download iTunes from the app store for four days. The process is stuck on "starting download" and hasn't moved. I've tried running updates and restarting the laptop, restarting the Microsoft Store app, and just about everything in between. Tried reaching out to support and they were no help at all. Anyone else having this issue or know how to resolve it?

If you were speaking with HP Support - True - third party software that won't cooperate is usually not a "computer branded hardware" issue (so is not an issue for HP Support). Just the wrong people to ask in this case...
Third Party Software that won't download is almost always something to do with
- Windows - stuck / preventing / balking because it dislikes the input, is in the middle (or need) of Windows Updates,
- The Browser - similar to Windows File system troubles, but more likely cookies / cache / permission issues,
- The Software - "left over bits" - pieces of the same kind of software stuck somewhere in your account or in the Windows File system,
- Security software on the system identifying the software as evil, disallowed, in some way "unsuitable".
That said, if you have not done so, troubleshoot this from the "iTunes" side of the issue.
