Did you pay for the product ? Normally you get a TRIAL version and after 30 or 60 days you have to pay otherwise it won't open.

My guess is that this is a networking issue. Why?
Because Office 365, which is what probably came preloaded, is a SUBSCRIPTION product -- meaning, it has to contact Microsoft online to verify the product code and that the subscription is still active.
OneDrive is also an online product -- as it has to contact the MS Servers to access your account to save and/or retrieve files.
So, if I was you, I would make sure I could access the Internet.
If that works OK, then you would have to contact Microsoft support, because since these are both MS products, we have no way to diagnose or debug errors with them.

Then, this is probably a Volume License obtained by your University -- so the thing to do at this point is take the PC in to them and have them work with you to get THEIR Office product activated. We have no way to assist in that.
