My cd burner is suddenly not being recognised showing code 39. I thought my burner is faulty so I bought another one but that dosen't work either. I have tried all the fixes, uninstalling and going through windows security, I cannot see upper and lower filters shown. What can I do ?

Hi @stirlo1,
Welcome to the HP Support Community.
I understand that the CD/DVD drive on your HP Pavilion 15-p199na is no longer working and Device Manager reports Code 39. You have also tried another optical drive with the same result.
Your notebook was originally equipped with a SuperMulti DVD burner.
Before making any further changes to the Windows registry, please check whether the notebook itself is detecting the optical drive:
- Turn off the notebook.
- Turn it on and immediately press Esc repeatedly until the Startup Menu appears.
- Press F10 to enter BIOS Setup.
- Open System Configuration > Boot Options > Boot Order.
- Check whether an Internal CD/DVD-ROM Drive is listed.
If the CD/DVD drive is not listed in BIOS, HP indicates that the problem is probably hardware-related.
If the drive is listed in BIOS, please let us know the result. Since you mentioned that UpperFilters and LowerFilters are not present, I would not recommend creating or deleting unrelated registry entries.
There is also an important compatibility consideration. The HP driver page for this model currently provides selections for Windows 8 and Windows 10, but Windows 11 is not listed. HP notes that when an operating system is not listed for a product, HP might not provide driver support for that operating system.
You can refer to HP's troubleshooting document here: HP PCs - CD/DVD drive is not detected (Windows 10) | HP® Support
Please let us know whether the CD/DVD drive appears in the BIOS Boot Order. That result will help determine whether we should continue with the Windows side or whether the issue is at the hardware level.
Take care and have a good day!
I'm an HP Employee.
