Cortana popping up everytime when three finger click is detected. I want to disable it and in my Synaptics option there is only 2 finger tap and not 3 finger tap, which is missing of which i cant disable cortana.

Disable Cortana popping up with three finger tap:
Start > Settings > Mouse and Touchpad >>
Scroll down to Choose what to do with a three finger tap >
Click on the drop down menu; select something OTHER than Search with Cortana

No need to shout.
I have pulled some additional information and checked a different Windows 10 system running a TouchPad setup similar to what you have on your Pavilion.
Yes, the Settings > Mouse and touchpad view is different. My apologies.

The Drivers I do find for V19.2.4.0 and for V19.0.12.95 Rev.A indicate the Driver supports "general touchpad functionality (for example double-tap and scroll) and provides a user interface".
I do not find anything in the User Guide that directly indicates the system supports three finger tap. (Page 26.) The Specifications are vague on this subject.
The Driver files on the system appear to indicate that three finger tap, press, and flick are supported.
I do not see the pop-up Cortana issue on the one system I have that is at least similar to your own setup. I have disabled Cortana on this notebook.
You might try the following:
- Install the recommended HP Drivers for your system, including the Driver for the Synaptics TouchPad
- Open Start > Settings and disable Cortana completely
