HP Pavilion x360 - 14-cd0087tu

I am using HP Pavilion x360.
I updated to Windows 11 and my CPU fan is suddenly making a lot of noise and grinding sound. This is a new CPU fan which was replaced under warranty about a year ago and I never faced this issue until I updated the Windows.

I tried various workarounds, toggled the power plan settings, nothing seeemed to help.
Once I reverted back to Windows 10, the CPU fan stopped making this noise and ran normally.
I tried this thrice (going to Win 11 and back to Win10) to see the difference and I can confirm the issue comes up with Windows 11.
So for now I am back to Windows 10, but I want to update to the new Windows..

Is this a Win11/software issue which is resolvable or should I contact HP support to get the hardware checked?

My PC specs:
Intel Core i5 8th Gen Processor, 16 GB RAM, 128GB SSD and 1 TB HDD.
