I have two problems, but one of them is tolerable and I can deal with it, and I'm fairly sure it's a hardware issue. I only bring it up because I feel like there's a chance that it could be related.
Whenever my laptop is plugged in, the CPU underclocks to 0.77 or 0.78 GHz (from a base speed of 2.60 GHz). When I unplug it, the CPU works fine. I've checked my power plan and ensured that my " maximum processor state" in the advanced settings is set to 100% for both battery and power. I tried updating and rolling back the BIOS, but that didn't change anything. Unplugging the computer and letting it run on battery power makes it work fine.
The other problem that I have is that my charger is somewhat inconsistent. Sometimes when I plug it in, the charger light doesn't turn on, and the computer stops charging after 10 seconds or so. Other times the charger light does turn on, and then the charger works consistently but slowly.
Should I get the charger port/battery replaced or is the CPU underclocking a software/driver problem? The Diagnostics in the BIOS don't find anything wrong with the AC adaptor or the battery.

I still want to know a proper solution, but I downloaded an application called ThrottleStop. Opening it and unchecking BD_PROCHOT and then hitting "save" solved my problem. Here's the video that I got this from: https://www.youtube.com/watch?v=3iTk-vRyLGY&ab_channel=AyushPandey
