Hi! @Char2018, Welcome to HP forums.
I understand when you open the camera app you are getting file system error on the PC.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Is this a school-managed Chromebook? If so, a policy restriction might be in place.
Excellent description and a great diagnosis done. It is greatly appreciated.
Try updating the chromebook to the latest version and check if it helps.
Try resetting the chromebook to factory settings following the steps recommended below.
Try the steps recommended below.
Sign out of your Chromebook.
Press and hold Ctrl + Alt + Shift + r.
Click Restart.
In the box that appears, click Reset and sign in with your Google Account.
Note: The account you sign in with after you reset your Chromebook will be the owner account.
Follow the steps that appear.
Once you've reset your Chromebook:
Set up your Chromebook again
Check if the problem is fixed

Hi
it’s a brand new chrome book that brought for my son. It says latest update installed, I have restarted it aswell.
Its not a school based one either
i followed your steps and still promoting same message.
Dont know what else else to do thanks

I appriciate your efforts for trying out the steps.
Try the steps recommended below to perform a power reset.
- Sign in to your Chromebook.
- At the bottom right, select the time.
- Select Settings
.
- At the bottom, select Advanced.
- In the "Powerwash" section, select Powerwash
Restart.
- In the box that appears, select Powerwash
Continue.
- Follow the steps that appear and sign in with your Google Account.
Note: The account you sign in with after you reset your Chromebook will be the owner account. - Once you've reset your Chromebook:
- Follow the onscreen instructions to set up your Chromebook
- Check if the problem is fixed

Hiya
i did everything as requested, I ended up having to take mine back to place I got it and got a replacement and so far this one is working fine.
Apparently there was a issue issue with the update that was installed.
