First of all, I don't know if I posted in the correct category. Apologies in advance. Please direct me on where to go and I'll happily oblige. 
Also, I tried searching for topics about this issue, but couldn't find any. This is probably because I'm not sure how to phrase my issue in a non-ambiguous manner while not excluding results by using specific language others might not use. (i.e: "left click not working" vs. "Mouse input captured by transparent overlay") If there is a topic about this, feel free to point me in its direction.

Backstory:
I work in a small computer repair shop and over the past few (maybe 2) weeks we've seen multiple HP laptops (multiple models) with this issue, including one that was new out of the box (we opened it ourselves). 

Issue:
When first booting into win11 everything seems fine, but as soon as a window is opened or gets focus the clicks stops working, both mouse and touchpad. When the window loses focus clicks start working again (although clicking a window reintroduces the issue). It's almost like there is a transparent overlay associated with the window that is capturing/intercepting the mouse input. (not likely, but it is my best attempt at describing what is happening)
Booting into a portable win11 environment (WinToUSB) on these laptops we run into the same issue.
Given that we are talking about clean installs, an out of box laptop and an environment known not to have this issue on other devices (the WinToUSB portable environment) it seems to be an issue with either drivers or windows updates.

Note: Even when pressing ctrl+alt+del the mouse won't click in that menu, navigating with keyboard is fine, but mouse clicks won't work. This seemed significant to me as this menu usually doesn't take **bleep** from whatever the system is doing. Like, it still shows up and works even though the system is frozen and unresponsive. However, this issue has it beat.

Question:
If this isn't a known problem what can I do to help? I.E: Which data can I collect and provide? Is there a way for me to exclude drivers and/or updates as being the culprit? Maybe I overlooked a possible cause I can check out? etc.
