Can i get Linux as operating system instead of windows in new laptop that i will purchase from HP and get the cost of Windows Lisence deducted from total cost of Laptop.

In theory yes.

 

Practically speaking you would need to ask Microsoft in the Country concerned.

 

The OS must never have been initiated.

My own experience is different ...

 

When you go to order a PC from HP, you can SOMETIMES get one that comes with FreeDOS instead of Windows.  That is lower in price because the Windows license cost has already reduced the price of the PC.
