Sorry I provided you misleading info -- i failed to notice you are running Linux.
I am a volunteer and I do not work for, nor represent, HP

How is the tool going to work on Linux?
The fact that the notebook has an Intel 10th gen core processor, tells me that other than the question of having a TPM 2.0 device, that the rest of the notebook has full support to run W11.
The memory will be no less than 4 GB.
It will have a UEFI BIOS, and support secure boot.
No matter what graphics adapter it comes with, the onboard Intel, or any switchable graphics adapters, will be dx12 capable.
And if the person provided the full model number of the PC, I could have told him if it had a TPM 2.0 security device or not.
The OP can check the BIOS for a setting to enable/disable the TPM or embedded security device as it may otherwise be named.
