I have an older HP Notebook that I had been having problems with. It had barely any usage when I got it so I had troubleshooted and upgraded to Windows 11, started having issues again. seemed like troubleshooting would fix and then I would wake up and start all over again. So I easily fell prey to a tech scam hoping to fix issues. Now Its a disaster. Being remotely accessed, CVPU at 100%, error msg constantly. Hve tried everything and it just gets worse and worse. Today Windows is unable to be identified, Computer runs and internet works but no file access or troubleshooting. Cant run as administrator or access store. Help

Hi:

 

Your PC is supported by the HP Cloud Recovery Tool which you can on another Windows PC running Windows 7 64 bit or newer to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.

 

Here is an info link for how to use that utility.  You will need a 32 GB USB flash drive to create the recovery media with.

Then you can upgrade back to W11.
