I am having trouble being able to copy and paste from blackboard to a word document, everytime it says "Sorry no manipulations with clipboard at this time". I have tried everything and nothing is working.

Welcome to the HP User Community.

No information on "blackboard" - assuming you are using the Clipboard

You could try clearing the Clipboard data.

Data might be corrupted or inaccessible for some other reason.

The receiving document might be at fault - permissions and document structure not addressed here...

Settings > System > Clipboard

Select to clear the data from the clipboard.

After clearing the Clipboard,

If you like, Restart the computer and log in

Open the item / document where the data you want to copy is located

Use Control-C to copy / capture the data you want to paste into the document

Open Word (or any other document reader / editor that accepts Clipboard data)

Open the document you wish to edit

Open the Clipboard  >> Windows Key + V

Highlight data and plant the data into the document.

NOTE:  You can also clear the Clipboard data after opening the clipboard.

Highlight one of the entries > Click the "dots" on on the right side of the entry > Select Clear all

No joy?

Paste the data using Control-C to capture the original data and Control-V to paste that data into the document.

Use Insert instead - Word likes Insert, particularly and especially for Images.
