I have a personal folder that I'd like to delete. But my laptop isn't allowing me to delete it, or any of the contents of that folder. I've tried doing a system restore but it didn't work. I don't want to do a system reset or recovery. (Although I will if I need to.) HELP!

Folders, including ownership, permissionas, and control is a "Windows thing".

An example from Microsoft (written for Windows 8 but might be relevant to newer versions of Windows, too.)

"Access Denied" or other errors when you access or work with files and folders in Windows

There are LOTS of well-written articles on the Internet about this type of problem - some of these are likely more relevant to your situation than are others.  Use your favorite search engine (Google or Duck-Duck for example) and search for help that is relevant to the particular type of problem you are having.

For example, you could select results from the Microsoft forum - some form questions and answers tend to drag on for many pages.  Know that there are frequently gems of information embedded in the pages of answers; the results can be worth the effort to read the pages of content.

You might start with a search for "cannot delete folder windows 10"

After you see the initial results list, change the keywords to narrow the focus to more closely align with the type of "cannot delete folder" issue you are seeing.

For example, if the folder that you want to delete is located in your OneDrive, the following may be generally helpful, though it does not address folder / ownership permission issues.

Delete files or folders in OneDrive
