I just did a clean installation of Windows 10 Pro 64-bit on my HP Envy Notebook 17t-n000 CTO (purchased 11/5/15, ordered without touchscreen).
Everything is running fine and 'sfc /scannow' does not report system problems. However, 'Other Devices' in Control Panel/Device Manager is flagged with a question mark/circle. When opening 'Other Devices', sub-levels 'PCI Data Acquisition and Signal Processing Controller' and 'Unknown device' are also flagged.
My HP Envy Notebook 17t-n000 CTO was originally ordered with Windows 7 Pro 64-bit and 'Intel Dynamic Platform and Thermal Framework' came installed in Programs and Features. With the recent Windows 10 Pro 64-bit installation, however, 'Intel Dynamic Platform and Thermal Framework' is now in Control Panel/Device Manager and no longer in Programs and Features.
Does the 'Other Devices' flag have to do with the way Windows 10 Pro 64-bit maps on a machine built without touchscreen technology?

Those two devices definitely need the Intel Dynamic Platform and Thermal Framework driver you already installed.
There is only two possibilities I can think of.
HP has the wrong driver on the support page, or you have to manually install the drivers.
There are several versions of that driver, unfortunately.
First, try this newer driver.
http://ftp.hp.com/pub/softpaq/sp74501-75000/sp74723.exe
In this newer driver folder, I see the hardware ID's you posted...theroetically it should work since the driver file contains support for the ID's you posted.
The 3400 hardware ID is located in the esif_manager setup information file.

The PCI Data Acquisition and Signal Processing Controller ID is located in the dptf_cpu setup information file.

If that doesn't work, then try manually installing the drivers as follows...
Go to the device manager and PCI Data Acquisition and Signal Processing Controller needing the driver.
Click on the driver tab. Click on Update Driver. Select the Browse my computer for driver software option, and browse to the driver folder that was created when you ran the driver.
That folder will be located in C:\SWSetup\sp74723.
Make sure the Include Subfolders box is checked, and the driver should install.
Then do the same thing with the 3400 (Unknown) device.
If that doesn't work, do the same thing with the original driver (sp72106).

You probably need this driver for both devices...Install and restart the PC.
This package contains the driver that enables the Intel Dynamic Platform and Thermal Framework firmware. Intel Dynamic Platform and Thermal Framework provide system temperature and power utilization information for the system thermal protection to function properly. This package is provided for supported notebook models running a supported operating system.

OK, with that processor, the 'PCI Data Acquisition and Signal Processing Controller' usually only needs the chipset driver installed.
Did you install the Intel chipset installation utility?
If not, try the one directly from Intel...the 2nd driver down on the left side of the webpage is the auto install file.
For the unknown device, please post the hardware ID for it, so I can figure out what driver it needs.

I've already installed and used the Intel Update Utility an all scan results have been installed.
