Finally fix the ability to disable the touchpad while using a mouse. For hours I read through seems like dozens of fixes to no avail.  Even had Best Buy's Geek Squad work on it for several hours yesterday. After several more hours today I went to HP Support page and downloaded the Synaptics Touchpad Driver as per below.

 
 

Synaptics TouchPad Driver

19.3.31.31 Rev.A181.5 MBAug 25, 2017

 

After installing this driver and rebooting, the touchpad is disabled and no longer is a problem. And when I go to touchpad settings I can enable or disable.
