The latest Windows PCs and laptops have the MS Edge browser configured to run by default and that has lots of issues with downloading nearly anything. MS has locked it up to "protect" us from downloading -- virtually anything.
If you are using Edge, then try a different browser -- Firefox or Opera or Vivaldi. If those download OK for you, then stop using Edge.
