See the post below for a workaround. The author had the same issue as yours. He created a bios update usb drive and updated bios successfully by running the usb drive from Firmware Management of F2 HP PC Hardware Diagnostics UEFI. His usb drive contained three sets of bios files and didn't know which one is correct to use but was able to figure it out.
Click the link below and scroll down to "Updating the BIOS Manually from a USB Flash Drive (Outside of Windows)" for detailed instructions.
This method may not work if a usb drive you create doesn't contain the bios update utility files in the \Hewlett- Packard\BIOSUpdate folder so let us know how it goes.
