While trying to install the latest HP Support Assistant, (executable: sp138267.exe) I was pinged with a failure message that said "Failed to Extract Cab". This message was displayed while the progress bar for the extraction part of the program was at the very end. I tried to uninstall every HP support software I had on my computer. I then retried to install the HP Support Assistant, but I got the same error message. I then tried to download and install the legacy version (executable: sp114036.exe) and to my surprise it installed successfully. I think that my laptop is qualified for the non-legacy version. Below, you will find my system's details. Finally, I used the default settings in all my attempts (i.e. the recommended extraction/installation path etc.).

But if you have windows 10 or 11, you should be able to use hpsa version 9.xx
legacy is for previous versions
