I have a hp envy laptop. It is a windows 10 (not sure what kind beyond that). I want to open an external hard drive that I have which is formatted to my imac. It has photos and documents I would like to transfer to my laptop and I want to see what all I have on the external hard drive. My hp laptop will not recognize it when I plug it in the ubs port.

How can I get my hp laptop to recognize the external hard drive?

Can I see into it even if it is formatted for imac?

Can I retrieve documents and photos from the external hard drive and put them in my hp laptop?

As far as I know, the PC will not SEE the drive -- because it needs to be formatted using a scheme that MS Windows understands. This includes FAT, FAT-32, and NTFS.  I don't use Macs, but I don't believe the formatting is any of those three schemes.
