Hello,
I upgraded my Ram from 8GB to 16GB.
The Vega 8 still only uses 2gb of VRAM and I can not change it in the BIOS? Any Workaround or open BIOS?

No, it should normally use 2GB , system will allocate available/spare system RAM to it (up to max limit) when required. I believe 2GB is the MAX number.

Per HP's Basic Input Output Software, which is limited as there isn't a way to pull up advanced options. This is not a hardware restriction on the Ryzen 5 3500u, this is a software restriction from HP. I doesn't make much sense to limit the capabilities of your product. Allocating VRAM is not harmful to the system at all, yet HP has denied the consumer the power of the AMD Ryzen Mobile processors on budget models.
