The HP App does not seem to retain performance profile settings between boot. I am referring to the HP App, not the HP Smart App. I will report and mark you as unhelpful if you mention the HP Smart App for printers. It would indicate you have complete lack of reading comprehension.
I am referring to the app below.

The app does work to adjust the power settings for the device, but I do not want it to be on "Smart Sense" by default. I want it to retain my selection of the "Performance" preset, even when I restart my computer. Is this a bug, or am I missing a setting?

I figured it out, in case anyone in the future runs into this problem.
The background process that controls the power profiles on the device relies on a process called HP.SystemControl.Background.exe. I use Enterprise versions of Windows with limited background processes. If you happen to have this same issue, you may have your services set to manual and as a result the process may not be able to start itself on boot. Enabling this process lets the machine retain performance settings.
