Hello @Shorif
Welcome to the HP Support forum. Thank you for posting.
Have you attempted to uninstall the product already ?
The users you select for login - do you get this on preboot screen before Windows is loaded right after you click the button to start your PC ? If YES, this is called preboot authentication screen (PBA screen) and it can be disabled from inside HP Client Security Manager
In order to uninstall HP Client Security Manager you need to login to Windows.
There are certain things you SHOULD do before uninstalling HP Client Security.
HP Client Security often comes in combination with HP Drive Encryption software.
If your disk is currently encrypted by this software, you should first open HP Client Security -> click on Drive Security and follow the on-screen instructions to DECRYPT the HDD. Note that this is generally slow process and may take several hours or more depending your the amount of your HDD and your PC specifications.
You may also check if you have preboot authentication enabled. Open the HP Client Security home page -> click on the wheel Settings button -> Security Features and check there is no tick next to Power-On Authentication
With regards to HP Client Security and HP Drive Encryption, here are some screenshots with regards to these suggestions >>

Finally, please restart your computer (restart, not shutdown + start again)
Eventually, attempt to uninstall HP Client Security using the standard method from Control Panel >> Programs and features
Please, let me know how it goes.

Most business class notebooks (including yours) have better stronger security even with regards BIOS. Such password cannot be removed here in the forum - you will have to contact HP Business Support for assistance on removing the password.
Here is how:
>> http://www8.hp.com/us/en/contact-hp/business-support.html
Contact them and ask for a customised SMC.bin file and instructions which you can use to reset the password. Note that assistance for such issues is usually free of charge for HP business class commercial computers. Note that it may take several days for you to receive the file after the initial contact with Level 1 agent.
Let me know if you face any difficulties.
