I had to replace the hard drive, and when I enter the Product ID in the HP Cloud Recovery Tool it says "Product ID does not match or is invalid. Please contact HP Support." When I find my laptop on HP.com, it says to download the APP. I did this again, but no change.

HP has withdrawn support for the HP Cloud Recovery tool for your notebook since it is more than 5 years old.
You can clean install W10 or W11 by making bootable installation media with either media creation tool from the link below:
After Windows has completed installing, you can install the drivers and available software from your notebook's support page.
