Elitebook 8460p
Microsoft Windows 10 (64-bit)

I noticed that when my son's HP Elitebook 8460P is powered down the USB ports still have juice to them.  He's running Windows 10 version 1903 and I don't recall this being the case before.  Anyway possible to ensure everything is off when he powers down the laptop?
