I noticed that when my son's HP Elitebook 8460P is powered down the USB ports still have juice to them. He's running Windows 10 version 1903 and I don't recall this being the case before. Anyway possible to ensure everything is off when he powers down the laptop?

Machine always has one power port on the right hand side which can be used to charge other devices such as phones, tablets during sleep or off. Please try
Note: you have to do another way around.
Regards.
