go to: services
open: HotKeyServiceUWP
startup type: select "disabled"
apply --> ok
restart the computer
do this every time the issue comes back (it will happen once in a while, when hp updates the drivers)

Yes, there is a way. Follow the steps in this post from Ten Forums: it should work as I already applied it for other drivers.
Something that could work too is to download then run the following Microsoft utility: "Show or hide updates" troubleshooter package in order to mask updates to this keyboard driver. See details in the following discussion on the Microsoft Learn site. Just focus on the first long answer to the OP question, other posts are out of scope of using the Microsoft utility. Maybe a simpler fix than the one detailed in the Ten Forums topic above. I also used it for preventing some Windows corrupted updates to show up then fail upon installation.
Please report here your personal experience after having run one of these two workarounds.
