New Pavilion Laptop. Trying to install printer but laptop doesn't seem to have drivers installed to enable printing! Downloaded the driver and software package to do this but it won't open and run!

You best take this up with the Canon Printer Support site.
Why your Canon drivers do not install, don't work, and / or are generally difficult is not something most of us could answer.
You know, because we specialize in HP devices here. Smiling.
That said, a bit of help...
In General,
- Download and save the installation / driver package to your computer
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Right-Click on the installation package and “Run as Administrator”
- After the software is installed, Restart the computer and log in
