Operating System: Microsoft Windows 10 (64-bit)

There's a known bug in AMD CPUs in which enabling fTMP causes stuttering every now and then. AMD has addressed this and released BIOS updates about a month ago, however, the latest bios available are from April and in this version, the bug is still present.

When will we receive a proper BIOS bugfix?

Did you ever get help on this? I'm pulling my hair out trying to find a fix at this point.

Unfortunately no, the only solution is to disable fTMP in the BIOS (assuming you are on windows 10, 11 requires fTMP to run).
