Microsoft Windows 10 (64-bit)

I recently purchased a Dell P2419HC monitor with the expectation of charging my HP spectre 13 while displaying using the monitor. My display is working fine, but my laptop is not charging. Here are some facts I have gathered:

For HP spectre 13: "Operating voltage and current 5 V dc @ 2 A / 12 V dc @ 3 A /15 V dc @ 3 A – 45 W USB-C
5 V dc @ 3 A / 9 V dc @ 3 A / 10 V dc @ 3.75 A / 12 V dc @ 3.75 A / 15 V dc @ 3 A / 20 V
dc @ 2.25 A – 45 W USB-C
5 V dc @ 3 A / 9 V dc @ 3A / 10 V dc @ 5.0 A / 12 V dc @ 5.0 A / 15 V dc @ 4.33 A / 20 V
dc @ 3.25 A – 65 W USB-C
5 V dc @ 3 A / 9 V dc @ 3 A / 10 V dc @ 5.0 A / 12 V dc @ 5.0 A / 15 V dc @ 5.0 A / 20 V
dc @ 4.5 A – 90 W USB-C
19.5 V dc @ 2.31 A – 45 W
19.5 V dc @ 3.33 A – 65 W
19.5 V dc @ 4.62 A – 90 W
19.5 V dc @ 6.15 A – 120 W
19.5 V dc @ 7.70 A – 150 W
19.5 V dc @ 10.3 A – 200 W "

For Dell P2419HC monitor: "You can attach the monitor to PC using a USB
type C cable, to get the monitor experience as
below: support data transmission speed up to USB
3.1. Display resolution up to 1920x1080@60Hz on
Display Port™ 1.2 alternate mode. Power delivery of
20V/3.25A, 15V/3A, 9V/3A, 5V/3A.
NOTE: USB Type-C is not supported on versions of
Windows prior to Windows 10."

Is there any way to circumvent this issue and allow my device to charge?

You need a compatible USB-C charger or power bank to charge your laptop/notebook. The monitor has USB-C out but won't charge your machine
