Hello @Alexej12
Ahoj!
Welcome !
- Download and install the free version of Revo Uninstaller >> https://www.revouninstaller.com/revo-uninstaller-free-download/
- Use it to to (1) uninstall HP Support Assistant and
(2) search for HPSA leftovers such as files/folders/reg entries and delete them using Remove Uninstaller - use the Advanced scanning option to remove HPSA - Here is a tutorial how to use Revo Uninstaller >> https://www.youtube.com/watch?v=vgSJkd11voM
Eventually, restart your computer. Make sure you restart Windows (not just shut down and load back again). Here is how to restart it >> https://www.digitalcitizen.life/7-ways-shut-down-or-restart-windows-10-pc-or-device
Finally, re-download HPSA and reinstall it back.
You may download the latest version of the app from here (red/orange button) >> http://www8.hp.com/us/en/campaigns/hpsupportassistant/hpsupport.html

If the above does not help, try running Microsoft .NET Framework repair tool >> https://www.microsoft.com/en-us/download/details.aspx?id=30135
If the repair fails, make sure you read this Microsoft blog and download and run their .NET Framework Clean up tool to completely remove .NET >> https://blogs.msdn.microsoft.com/astebner/2008/08/28/net-framework-cleanup-tool-users-guide/
Eventually, re-download .NET Framework as per the instructions in the blog article - probably .NET 4.7.2 or some earlier if needed
