How To Fix General System Board Failure On HP Stream Laptop 11 

  • Caps Lock Blinking 5 Times 
  • 3 Short
  • PC Won't Turn

That code means the system board is failing -- and replacing those is next to impossible because HP does not sell system boards and any you find online will be USED and likely not working.
