I returned a laptop I previously bought in-store at Costco, and purchased the same one via their website for delivery. How do I delete the first laptop from my MS account? When I try via the Remove device button, the message this cannot be removed, please try later, pops up.

What is a joke HP has nothing to do with MS account. How can a company use/access to account(s) from other company ?
Regards.

It is much better to ask Microsoft. HP does not know your MS account. Please use the following Guide
Remove a device from your Microsoft account

Thank you. I did start with MS via Chat...they suggested I contact the laptop manufacturer when I explained I had gone through the steps (3 times) to remove the device but still received the message, that the device could not be removed, try again later. So much for technical support.
