How do I charge my Pavilion 14-dv0000 laptop with a power bank? I bought a power bank with Output characteristics: Type-C/PD 9V=2.25 A / 12V=1.5A , quick charge 3.0 , capacity; 80,000 mAh., 66W. I connected it to a laptop using USB 3.1 Type-C,60W, the laptop is charged only when turned off, and I need it to be turned on. Please, help me

That means the charger is too weak. How do you work out Type-C/PD 9V=2.25 A / 12V=1.5A = 66W ?
