Sounds simple but there are two very different situations here.
First, you can easily transfer files and documents by copying them to a USB stick from your old PC and then copying them from the USB stick to your new PC.
Second, you can not do that with programs -- as they are not in one place or one piece. Instead, you have to use commercial apps (read that as PAID) to do this transfer. Two I have used that work in Windows 10 are LapLink PC Mover Pro and EaseUS ToDo PC Transfer. They cost about the same but I recommend the second over the first. There is no FREE solution for doing this -- I know as I have checked many times.
