I have gone into 'Boot Options" in 'System Configuration' and went into 'Legacy Boot Order,' but I was unable to change the boot order from there. I have searched online for answers, including this website: https://support.hp.com/us-en/document/c03736054. But, none of it really applies to my laptop. Please, can someone help me with this? I really need to install a new OS on my laptop.

Thanks for your help. Unfortunately that didn't work with my specific laptop. I did find a solution that worked.
- F10 (to go to BIOS)
- Click on 'System Configuration'
- Click on 'Boot Options'
- Go all the way down to click on 'Legacy Boot Order'
- Use +/- keys to move USB Hard Drive to the top of the list
- Save & Exit

Can I assume you tried this with no luck?
1-Turn on the computer and immediately press the Escape key repeatedly, about once every second, until the Startup Menu opens.
2-Press F9 to open the Boot Device Options menu
3-Use the up or down arrow key to select the CD/DVD or USB drive. Then press Enter.
