I bought a laptop and it says activate windows and i & the ex owner dont know the product key

Hi:

 

If your notebook came with Windows from HP, and it was made in the last 10 years, the product key is encrypted n your notebook's BIOS.

 

You can install the free Showkey Plus app from the Microsoft Store and it will show you the OEM Windows product key and the OEM version of Windows the key is good for.
