How do I input the special character Omega (ALT+2+3+4) on a keboard that does not have a numeric keypad

Depends on what application you are using.

 

For Word processors like MS Word...

Using the number keys on the top row of the keyboard, type the characters 03a9 and then immediately after, hold the Alt key down and tap the x key. It will change to the omega sign Ω.

 

Or use the Character Map to copy paste into a document or web page.

Type Character Map in Windows search bar and choose the map.

 

I don't know how to enter it as HTML for email or other web based pages.
