I was able to use the SVF utility to extract the ISO file following all of the instructions.
I downloaded the SVF file and the ISO file and put them in the same folder.
Then I ran the SVF extractor, selected 'File' added the SVF file and then selected the ISO file I downloaded.
Then used Rufus to create the bootable USB flash drive.
But even after I followed the instructions completely, the PC would not boot from the flash drive.
Sorry but I won't be able to help you with getting W8.1 installed using the method I gave you.
You are going to have to find another source for a complete W8.1 file.
Try the first file at the link below:

But you can use this other utility that I zipped up and attached below to transfer the ISO file to a USB flash drive or DVD so that it is bootable.
It should work for Windows 8.1 ISO files too.

Hi:
The good news is that I was able to create a bootable W8.1 USB ISO file from the last Windows download link I posted, so if you can either get Rufus or the Microsoft tool I zipped up earlier, you should be all set.
I noticed the latest version of Rufus is only supported for Windows 8 and newer.
You could try earlier versions of Rufus too. I have attached one of those below.
This version should work because it is from 2019 when W7 was still a supported operating system by Microsoft.

Yes, you have to use the generic W8.1 product key I posted and then after you install W8.1, you have to use the free Showkey Plus app I attached in an earlier reply to get the W8 OEM product key in the BIOS.
Once you have the OEM product key, you change the generic product key to the W8 OEM product key in the PC settings menu and W8.1 should activate.
If you need drivers please let me know.
Use the same approach as before and I will give you the W8.1 drivers because they will be different than the W7 ones.

That's great news.
So, for W8.1, you need these drivers:
PCI Simple Comms Controller:
Intel Management Engine Components Driver
PCI Device:
Realtek PCIe Media Card Reader Driver
The one unknown device needs this driver:
HP 3D DriveGuard Software
The other one probably needs this driver:
HP Wireless Button Driver
Make sure that you let Windows update run and do the huge amount of updates that are probably needing to be installed.
I don't know if Microsoft still allows you to install the Edge browser on W8.1 but if they do, I recommend you use that browser since Internet Explorer has been retired.

Also please check under the display adapters device manager category and let me know if you need the W8.1 Intel graphics driver.
If there is a Microsoft Basic Display adapter listed there instead of an Intel graphics adapter, then you will need the graphics driver.
