When you buy an HP laptop, the Windows language is set to the country where you buy it -- and the keyboard settings default to the same language.
When you change the language, Windows expects a keyboard that matches that.
What is most likely happening is that when you press the @key, the key press that is being generated is the one for the same key of the keyboard matching the language you changed to.
