HP Support Solutions Framework is software that was originally part of the HP Support Assistant (Versions 8.x and older). If a machine is running an older version of the HP Support Assistant, it is necessary that the HP Support Assistant is uninstalled before the HP Support Solutions software can be removed.
The HP Support Assistant was rewritten for some newer computers to run as an application. The HP Support Solutions Framework is not associated with the HP Support Assistant application.
Without having been installed as part of an old version of the HP Support Assistant, the HP Support Solutions software might be installed when "Or, let HP detect your product" is run as opposed to simply selecting / opening the name of your computer / printer / device.

What to do?
If an older version of the HPSA is installed on the system, the HP Support Assistant must be uninstalled first, then uninstall the HP Support Solutions Software.
If there is no HPSA software installed, you might be able to uninstall the HP Support Solutions Software.
Uninstall HP Support Solutions Framework software - No older version of HPSA installed
Open Control Panel > icon view > Programs and Features
Search or scroll down and find HP Support Solutions Framework
Select then Right-Click anywhere along the selected program > Uninstall the software
Restart the computer and log in
Will that work?
Unknown - "Detect Product" might "glue" the HP Support Solutions in place.
