Hi:
It should be.
Make a bootable W10 USB installation drive with the media creation tool.
Download Windows 10 (microsoft.com)
After the media has been created, do not boot from the media.
Open the flash drive in Windows explorer and double-click on the setup application you see in the list of files to begin the upgrade process.
You can go back to W8.1 within 10 days if things don't work right as long as you don't delete any of the upgrade files or the Windows.old folder.
Go back to Windows 8.1 - Microsoft Support
If your notebook is supported by HP for W10, there should be a W10 driver drop down list to choose from on your notebook's support page.

I have installed W10 for free by upgrading several PC's long after the initial free upgrade expired, using the method I gave you.
Never had a problem.

As I wrote earlier, you can enter your PC's model number or product number in the HP support site and see if there are W10 drivers for your notebook.
There are hundreds of different model variations of HP 17t notebooks out there.
