This is likely something you'll have to solve between Windows and Illustrator (Adobe??).
Perhaps the unknown Illustrator software is not supported in Windows 11?
If you did an "in place" upgrade, that is, this is not a clean install of Windows 11,
It is normal - or at least quite common - for the "upgrade" process to disrupt installed software / programs.
The File System changes are significant when the Windows version is changed, especially if the change is done right out from under an installed software / program. Many programs do not survive the mess.
Assuming the Illustrator software is supported in Windows 11 (check with whomever wrote the software),
Try / Consider
Uninstall the software, Restart the computer and sign in > Download and Install a fresh copy of the Illustrator software
