Hi,
If you need to copy/transer files bettween your Android phone and your Windows computer, please try
Move files by USB
- Unlock your Android device.
- With a USB cable, connect your device to your computer.
- On your device, tap the "USB for..." notification.
- Select Transfer files.
- A file transfer window will open on your computer. Use it to drag files.
- When you're done, eject your device from Windows.
- Unplug the USB cable.

The problem may be caused by various reasons. Did you ever try these tricks:
1. try connecting with another USB cable.
2. install the right USB drivers.
3. update MTP USB device driver.

What if there is NO notification? I plug into my work laptop and am asked if I want to download files. I plug into my home laptop and get nothing. This used to work.
