I have tried to re install drivers and each other previous steps. However, the webcam will not appear in the device manager or in hardware updates

➡️  There are three documents that address the webcam. 

 

Select one or take a look at each - some of the information is likely duplicated between documents.

➡️  There is a component test for Webcam connectivity.

Perhaps mentioned (and maybe not), the wires that connect the camera to the notebook must pass through the hinge area between the display and the base of the computer.  Tiny wires can be crushed, disconnected, or otherwise no longer capable of carrying a signal.  This can happen any time - right after manufacture or seven years down the road -- or never.

 

IF tiny broken (loose, or crushed) wires is the cause of the problem, it is a physical fix. The repair is often not terribly expensive, even if you opt to have someone else complete the repair.

If the computer is under warranty - and even if it is not and you would like HP to repair the computer, contact HP Technical Support in your region.

 

If the computer is no longer under warranty, mention (when you submit your online case) that you would be willing to pay for repairs.
