Laptop is getting extremely hot even when idling, the fan doesn't seem to run at full speed. Is there any way to manually keep the fan running at full speed all the time.

Running the fans on high all the time, even assuming you could do so, is a bandage and not a fix.
The solution is found in identifying the source of the issue and resolving that problem.
Ideas
The ambient temperature might be too high to allow the computer to cool itself. That means, if you live in a hot climate, the computer might not be able to get enough cool air to lower the internal temperature. The only fix for this is to move the computer to a cooler location. You might employ the use of a notebook cooler that you place under the notebook to blow air into the vents. Of course, if the air blowing into the vents is hot, this won't really help.
The hardware is aging - it might be dirty and / or perhaps needs to be replaced.
Reducing Heat Inside the Laptop to Prevent Overheating
Worth doing - Test the components, including the hard drive, cpu, fan assembly as available.
